Nitish Kumar asks women groups to help Bihar govt ensure quality education

Nitish Kumar asks women groups to help Bihar govt ensure quality education

Patna: Bihar Chief Minister Nitish Kumar on Tuesday asked women self-help groups to report to the government if teachers in schools are punctual and students attending classes.

“On paper, 99 per cent of students are enrolled in schools, but it’s a known fact that not more than 50-60 per cent of them come to school regularly,” Kumar said, addressing a function here.

“You have to see why students are not coming to schools regularly. Besides, you have to keep a watch over teachers… if they are punctual,” he said exhorting the women self-help groups members to take the responsibility.

“You have to also inspect whether cleanliness is maintained in schools and mid-day meal provided as per the rules,” the Chief Minister said.

Kumar said a special cell would be set up in the Education department to look into any complaints in this regard.

“There would be monthly monitoring at the Chief Secretary’s level. I myself will keep a close watch to ensure that quality is maintained in school education,” he said.

The Chief Minister also credited women self-help groups with the effective implementation of prohibition in the state.

Four IITs, IISc among Asia's top 50 varsities. Check QS University Rankings for 2016 here

New Delhi: The Bengaluru-based Indian Institute of Science (IISc) and four Indian Institutes of Technology (IITs) are listed in Asia’s top 50 universities.

As per the QS University Rankings for 2016, IISc is at 33rd spot, while IIT-Mumbai has been ranked 35th, closely followed by IIT-Delhi (36th), IIT-Madras (43rd) and IIT-Kanpur(48th).

IISc had emerged as the top Indian institute last year as well when it was ranked 34th.

IIT-Kharagpur was placed 51st and two other IITs — Roorkee (78) and Guwahati (94) — made it to the top 100.

The Delhi University (DU), which had got 91st position last year, has jumped several steps and was ranked 66th.

The University of Calcutta was ranked 108th, a big jump from 149th last year, University of Mumbai 145th, while Banaras Hindu University is placed at 155th position. Panjab University is in the 251 to 300 bracket.

Overall, like last year, National University of Singapore (NUS) has been ranked the best university in Asia, followed by University of Hong Kong.

India’s performance in these rankings is the fifth best among the 17 countries that feature in the ratings.

While India has 23 universities in the list of 350, it is outperformed by Taiwan (34), South Korea (54), Japan (72) and China (82), who also dominate the list of top 10 institutions.

Other Indian institutions which figure in the rankings are Amrita University (169), University of Pune (176), Amity University (195), Manipal Academy of Higher Education (200) and Anna University (251-300 band).

Indian Institute of Information Technology, Allahabad, Pondicherry University and Andhra University are in the 301st-350th band.

QS had evaluated 920 universities from the Asia region for this year’s rankings.

The good news from the Indian perspective is that most of its institutions have climbed to higher positions from last year.

IIT-Mumbai has jumped 11 positions while IIT-Delhi has climbed six places from 42nd rank last year.

India to take 126 years to reach global education standards

india education, hrd ministry, assocham, rrb, india gdp, us education, india spends on education, education news, indian expressIndia is spending a mere 3.83 per cent of its gross domestic product (GDP) on education

Going by the current pace of spending and factors like shortage of quality teachers, India will take a whopping 126 years to reach standards of education on par with developed nations, a report said today.

The paper by Assocham calls for “dramatic” changes in the country’s education system and claims that although India has made rapid strides, the yawning gap between the standards of education is not likely to be bridged soon as the developed world has not slowed down spending on education.

It said with India spending a mere 3.83 per cent of its gross domestic product (GDP) on education, the amount is not sufficient to catch up with developed economies, adding that it will take “six generations or 126 years to catch up with developed countries if we do not change our education system dramatically”.

In contrast, the US spends 5.22 per cent of its GDP on education, Germany spends 4.95 per cent while for UK it is 5.72 per cent.

“With the high GDP base of these developed countries, the absolute money earmarked for education is huge. For instance the size of the US GDP would be something like seven times the size of the Indian GDP and above all, its ratio on education on a higher base would be very significant,” said Assocham Secretary General D S Rawat.

Noting that India has resource constraints, the paper suggests the country to reach the levels of spending as recommended by the United Nations, which wants countries to spend at least 6 per cent of their GDP on education.

Moreover, shortage of quality teachers is among the major challenges facing the education sector. At present, the shortage of teachers has been measured at 1.4 million.

Besides, 20 per cent of the teachers do not measure up to the standards of the National Council for Teachers’ Education (NCTE).

Also, due to absence of focus on effective skill development, India is one of the least skilled countries.

The Indian Institute of Management, Calcutta (IIM-C) has initiated the Post Graduate Certificate in General Management programme (PGCGM) to develop competence in theoretical foundations of management and simultaneously seeking to inculcate a broad-based understanding of how the theories of management may be applied to managerial problems.

The programme, developed in conjunction with the different academic groups at IIM Calcutta, offers a holistic understanding of the practice of management. Designed as a part-time programme and delivered through the direct-to- device mode, PGCGM provides participants the opportunity to develop applied competencies in general management with minimal impact on their work schedule and professional commitments.

“The demand among young working professionals for having access to state-of-the-art general management education from a premier institute like IIM Calcutta from the convenience of their home or office without having to leave their jobs has hitherto remained under-served. To fulfill this expectation IIM Calcutta has conceived this innovative PGCGM programme aimed at working executives having two to five years’ experience,” Prof Uttam Kumar Sarkar, Dean, New Initiatives and External Affairs, IIM Calcutta said.

This one year programme is aimed at junior and middle level professionals who aspire to develop competencies in general management. The programme will be most useful for managers headed towards responsibilities of senior management and for functional managers moving onto roles in general management.

Moreover, the pedagogy will leverage use of technology and will be highly interactive. Depending on the course, lectures will be enriched with real life case studies, corporate examples and general discussions. Each course will delve into the latest management theories and best practices to enable participants to deal with complex challenges, and capitalise on emerging opportunities.

The duration of the programme is one year. Three hour sessions over the online platform will be held twice a week. The programme includes three campus modules for which participants are required to come to IIM Calcutta campus at Kolkata thrice during the span of one year for face-to-face sessions.

The duration of the three campus modules are five days, nine days and five days respectively. Participation in the campus modules is a mandatory requirement for the successful completion of the programme. All examinations will be held during the campus visits.

Cabinet clears higher education funding agency

Students submitting forms for FYJC admissions at Garware College on Tuesday.Express Photo By Sandeep Daundkar, Pune, 09.06.2015The Union Cabinet on Monday approved the establishment of the Higher Education Funding Agency (HEFA) to finance infrastructural expansion of premiere institutions like IITs, IIMs and NITs.

The agency will be set up with a capital of Rs 2,000 crore, of which half will be contributed by the government. The corpus will then be leveraged to raise debt funding of up to Rs 20,000 crore from the financial markets, pension funds and insurance funds, said HRD Minister Prakash Javadekar.

HEFA is expected to finance the civil and lab infrastructure projects at centrally funded educational institutions through a 10-year loan, the ministry statement said. The principal portion of the loan will be repaid through ‘internal accruals’ (earned through fee receipts, research earnings) of the institutions.

Each institution which signs the agreement with HEFA would be eligible for a credit limit of five times the annual inflow of the student fee from the institution. However, this will not impact the funds allotted to the central funded educational institutions, the HRD minister assured.

The agency, which was announced by Finance Minister Arun Jaitley in the annual budget, was conceived to improve the performance of centrally funded institutions in international rankings.

The Indian Institute of Technology (IIT), Gandhinagar, will be hosting the seventh edition of its technical summit, Amalthea 2016, from October 22. The theme of the two-day event will be ‘Technologizing Challenges’.

Rajat Goel, core committee member of Amalthea 2016, said, “Amalthea has grown into one of the biggest technical summits organized in Gujarat over the past few years. The theme this year aims to encourage the participants of the summit to use technology to address the challenges around us. Most problems that exist today in the world, including social, humanitarian or economical, can be solved if they are looked upon with a technological perspective.”

The Conclave, one of the main components of the summit, will consist of various talks which aim to give the audience a deeper understanding of the industry as well as academia. Another component of the summit will be the Symposium, which will be an exclusive event. The theme for Symposium this year is ‘Technologies in Defence and Internal Security’. Experienced personalities from the field of defense and internal security will address the event.

Besides the Symposium and the Conclave, an exhibition on ‘Expediting Development through Technology and Innovation’ will also be organised. It will showcase latest developments in science and technology.

The summit will also host a Networking Dinner to create an opportunity for industry and academia to meet and interact with each other.

“At IITGN, we are taught the concept of ‘Integration of Engineering’, where it is important for engineers of multiple disciplines to come and work together. The Networking Dinner will help us to take this concept to the next level,” Goel said.

Aman Singh, another team member of Amalthea 2016 said, “One of the founding principles of the summit is ‘Ideate and Innovate’. We need a very sophisticated approach to both these aspects for enhancement of the human society. This is precisely what we aim to achieve at Amalthea.”

Amalthea 2016 will also conduct a wide range of technical events to test and develop the skills of innovators and technology enthusiasts. D-Code, an online algorithmic programming contest is one such event.

A speed-cubing event will also be held in collaboration with the Speed Cubing Mumbai Unlimited (SCMU), a venture aimed towards the growth and development of speed cubing in India.

Seismism is another event in which the participants will develop earthquake resistant building models. These will be tested on a ‘Shake Table’, prepared specially by team Amalthea.
